Resource Hacker

Resource Hacker is a freeware utility to view, modify, rename, add, delete and extract resources in 32-bit Windows executables and resource files (*.res). It incorporates an internal resource script compiler and decompiler and works on Win95, Win98, WinME, WinNT, Win2000 and WinXP operating systems.

The GIMP

GIMP is an acronym for GNU Image Manipulation Program. It is a freely distributed piece of software suitable for such tasks as photo retouching, image composition and image authoring.

It is an extremely capable piece of software with many capabilities. It can be used as a simple paint program, a expert quality photo retouching program, an online batch processing system, a mass production image renderer, a image format converter, etc.

Popular freeware text editor and Notepad replacement. Tabbed interface provides easy access to all open documents. Metapad

Metapad is a small, fast (and completely free) text editor for Windows 9x and Windows NT with similar features to Microsoft Notepad but with many extra (and rather useful) features. It was designed to completely replace Notepad since it includes all of Notepad's features and much, much more.

IrfanView is probably the most popular and feature packed (free for non-commercial use) image viewer for Windows.
